Key takeaway: President Hassan Rouhani met with senior IRGC commanders following an extended dispute with the Guards.

Rouhani met with IRGC Commander Major General Mohammad Ali Jafari, IRGC Quds Force Commander Major General Qassem Soleimani, and Basij Commander Brigadier General Gholam Hossein Gheibparvar. The meeting was likely designed as a show of decreased tensions between the IRGC and Rouhani. Rouhani faced significant backlash from the IRGC and conservatives for his criticism of the IRGC’s role in Iran’s economy.

Senior officials continued to voice Iran’s adamant opposition to Iraqi Kurdistan’s independence referendum. Defense Minister IRGC Brigadier General Hossein Dehghan and Parliament Speaker Ali Larijani both highlighted the referendum as unacceptable to Iran in a meeting with Iraqi Defense Minister Erfan Mahmoud Abdul Ghafur Abdullah al Hiyali on July 24.
