Key takeaway: Reformist Mohammad Ali Najafi’s election as Tehran Mayor advances the reformist-moderate bloc’s substantial political gains achieved over the last year.

The reformist-moderate bloc won every Tehran parliamentary seat in the 2016 elections. Reformists now hold the most sway in Parliament since 2004, although neither they nor the hardliners hold a majority in the body overall. Reformists also won a heavy majority in the Tehran City Council elections in May 2017. The Tehran City Council elects the city’s mayor, so it is not a surprise that a reformist was selected.

Najafi’s political stance departs significantly from that of previous mayors. Najafi is a reformist politician who has previously served under Mir Hossein Mousavi and former Presidents Akbar Hashemi Rafsanjani and Mohammad Khatami. Hardliners have served as mayor since the election of former President Mahmoud Ahmadinejad in 2003. Former conservative presidential candidate Mohammad Bagher Ghalibaf has held the position for twelve years. Najafi’s appointment may strengthen reformists’ hand ahead of the Parliament’s cabinet confirmations next week.
