Islamic State Central Africa Province (ISCAP), more commonly known locally as the Allied Democratic Forces (ADF), is a Ugandan rebel group based in the eastern Democratic Republic of the Congo (DRC) in North Kivu and Ituri provinces. The ADF formed in the mid-1990s with the aim to topple the Ugandan government and erect an Islamic regime. The ADF developed links to the Islamic State as early as 2017 and became IS Central Africa Province in 2018. The group is one of the deadliest armed groups in Africa and primarily targets civilians. The group also has links to the regional IS network through the IS affiliates in Mozambique and Somalia and also carried out a bombing campaign in Uganda in 2021.
