Abdullah Ocalan is the founder and imprisoned leader of the Kurdistan Workers’ Party (PKK). Ocalan was captured by Turkish intelligence in 1999 and has been serving a life sentence in Turkey.
Ocalan called for the PKK to dissolve on February 27 after months of pressure from HTS and Erdogan’s Justice and Democracy Party (AKP) to integrate into the new Syrian army. The PKK demanded that Ocalan oversee the ceasefire and “dissolution congress” for which he called, and be allowed personal freedoms. Despite ongoing demands for Ocalan’s release, that the PKK continues to move forward with dissolution indicates that their cooperation with Turkey is not predicated on Ocalan’s release.
