Akram Abbas al-Ka’abi is the leader of Harakat Hezbollah al-Nujaba (HHN), an Iranian-backed Iraqi militia that operates under the umbrella of Iraq’s Popular Mobilization Forces (PMF). Ka’abi has openly stated that HHN is politically and religiously allegiant to Iranian Supreme Leader Ali Khamenei, rather than Iraq’s leading Shi’a cleric, Grand Ayatollah Ali Sistani.

Ka’abi’s leadership reflects HHN’s role as a key Iran-aligned actor in Iraq, often opposing both US interest and Iraqi nationalist factions. Ka’abi has repeatedly threatened to resume attacks on US forces in Iraq, threatening to target American troops with rocket and missile strikes if the US extends its military presence beyond September 2025 or makes any “sudden moves.”
